Wanting to find a little unique excersize while in Phayao well there are peddle boats for hire outside the Ruenchomkwan Homestay it is located on the waters edge and they can be hired for about 40 baht and you can pedal out to the new under-construction temple in the middle of the lake.
It is not the easiest way to get there but you will feel you have accomplished a feat when you have arrived or you can simple mess about around the edge and see the people relaxing at park.
There are also the more fancy ones for hire too.
